Being the Chairman of our Troop committee and the Advisor to our Venture crew, I
can appreciate your situation. Our Troop is scheduled to attend Philmont in 2003
and it was decided that any open slots could NOT be filled by scouts only
registered with the Venture crew. Personally I think that it is a good idea to
keep Boy Scouts and Venture crews separate. Although many member of the Crew are
also dual registered to the Troop, they are in fact two different groups, with
different group dynamics.
If the Crew made the reservation, the Crew ( not the adults ) should decide who
should or should not go. I am assuming that the youth in question will have
completed the 8th grade but is only 13 years of age and would not be 14 years
old before the beginning of the trek, which is why he is eligible to go to
Philmont, but not be a Venturer. Once again, this should be a crew decision and
not one made by the adults. The Committee Chair should keep out of it. If the
crew decides to allow the Boy Scout to go, I would call Philmont to check his
eligibility to attend with the Crew. I cannot find anything in the 2003 Philmont
Planning Guide that would preclude his attending, but better safe than sorry.
