Hi Brent,
Let the boys decide. What I did for our two crews this
year was to list all the youth members signed up, and
then asked each boy to select the two boys with whom he
would like to be in a crew. Most boys wound up in a crew
with their top two choices and everyone wound up in a
crew with at least one of his choices. I've done it this
way with up to four crews and the method has worked
well.
