I echo Dr. Bob's time estimates, plus there is one other consideration:
Unless you get there by 11:15, a feat I'd call unsafe & very, very unfun, if your
crew checked out the full complement of PhilStuff, then you'll probably not be able
to finish checking it all in by noon. At precisely noon, the doors at the Mabee
Services Center come down. They won't open again until 1:00. This will be true even
if the crew is standing there almost to the counters. The young staffers are not to
blame. Philmont has decided that's the best policy: it's more predictable, it
assures the staff they'll get their full lunch time, and there's no favorites being
played from day to day. Whatever the reason, we've found it much less stressful to
do something else during that time and be ready for 100% turn in at 1:00 (be first in
line, etc.). We've always had vehicles to go stuff our stuff in in the meantime.
Wish I'd paid more attention to the bus'ers because we're on a council contingent
this time. Without vehicles, I guess the best tactic if you get hit by the 12-1
shutdown is to pre-think how you're going to use your locker(s) efficiently. You
certainly can't just leave your stuff propped against a tree while the crew goes into
the dining hall to eat.
Recommend: Ask for a trail lunch the last day; you don't have to eat the thing
unless you need to. Get to CHQ when you can, probably between 12:45 and 1:15, get in
the "Maybe" line, send CL to go get your tent assignments in Home Bound City, begin
cleaning the pots at the big sinks there and hanging up the tents for staffer
inspection, check in the stuff, head to the tents, go shower, and then catch a
PhilBus around the Welcome Center into Cimarron and eat real world food at Simple
Simon's Outdoor Pizza Parlor (Best 4-star restaurant you'll find that day!)
