My advice is to call and talk to the staff at Philmont.
 
In 1998, we had a scout in our crew that was severely allergic to dairy products and required a special diet. We were told to bring food for him. Philmont took our prepackaged food and arranged for us to pick it up at our regular food stops. It required a
 little pre-planning on our part, but it was not a problem. The staff is very helpful with such things. Ours was not a vegetarian issue, but it was similar, the lad would not have been able to attend without a change in menu.
