Usually as part of the program, i.e. Fish Camp.

Not me but many of the crew did at Fish Camp and Abreu with mixed results.
Several boys caught two or three trout on flies they tied themselves which was
a thrill. Both have fly rods available for loan (FCFS) and other camps may as
well. Too many other distractions, but a dedicated fisherperson might find it
worthwhile. We saw trout in a couple of streams - all along the Rayado and the
Middle Fork Cimarroncito. Didn't see any fish in the Urraca, but really didn't
take the time to look.

I believe it is. Did not see anyone using spinning gear and I don't think bait
is allowed due to the catch and release regulations.

You need a license if you are old enough to attend Philmont, but New Mexico has
a deal on youth licenses. Youth can get a 10 day license for about $1.00.
(Hum, treks last 10 days; I wonder if there is a connection?) I think this
license is only available at Philmont - Tooth of Time Traders, Fish Camp, maybe
the backcountry trading posts. Adults (18 and over???) are a bit more.
BTW, some of the backcountry staff are game wardens and can cite you for
fishing violations.

It is catch & release, and yes fresh grilled trout would be nice, but might
also be a significant enticement for furry visitors of the ursine variety.
Hope this helps, and good luck.
Happy Trails
