The rule about 1 man tents must be a new one for 2003. I never heard about
it before. And if I didn't know about it last summer, well... The no Bivy
rule has been around for a few years.

Not that I agree with the two rules for the reasons Philmont says they
have them. Although they are a necessity because of our lawsuit happy
society. Ever since that stupid camper spilled hot dishwater on himself
and got $1.2 mil, Philmont has become much more liability focused. It's
sad. One rotten apple...It's as if they are trying to eliminate risk in an
inherently risky activity. I'm glad I'm not the one having to make those
decisions, although the decisions are the responsibe thing to do.
