I can't attest to Philmont but last fall while hiking in the Pecos
Wilderness I tried to use my phone to check in with the office and could
only get a signal standing on the highest rock on a ridge at 10,000ft. And
that is with Santa Fe just to the SE. I would imagine similar conditions at
Philmont, better reception on slopes facing Cimarron or on the west side
facing Angle Fire or Eagle Nest and mostly on the highest peaks.
