[Philmont]: Knives

I have two questions on knives that I have been holding back as I know
it's likely to spur a rash of dissenting opinions. I know the
recommendation is for two knives per crew. Besides a regular folding
knife, what are the thoughts on the following item?

1. Leatherman Wave.
Serves as both a knife and as hot tongs (pliers). I recall someone
mentioning that multitools are to heavy, but I wonder if dual purpose
offsets that argument. Although I would imagine that most of the
"tools" would go unused.

2. 3" sheath knife.
I know some think BSA policy prohibits them, but in truth the only
reference is on page 78 of the current edition of the handbook (11th
Edition): "NOTE: The Boy scouts of America does not encourage the use of
large sheath knives. They are heavy, awkward to carry, and unnecessary
for most camp chores." Although certain camps specifically prohibit
them, which is their prerogative, I'm not sure if Philmont has such a
rule. If not, a sheath knife can be safer and more practical than a
comparable folding knife. BTW, the knife I'd consider is the Official
Norwegian Boy Scout knife (http://www.ragweedforge.com/speider.jpg).
