I have a Leatherman Micra, small version of the larger Leathermans and it worked great. Didn't need anything bigger, we had a stove repair kit and I carried light leather gloves for any hot pot handling the scouts needed to do and they came in handy for activities also. The other adult leader carried a large multi tool (don't remember the brand) but he never needed anything the little Micra didn't have.
 
personal opinion, I think sheath knives are not practical for Philmont and it seems the scouts tend to want to do knive throwing, etc, with them that isn't safe. I discourage them on campouts and trips. They can buy them, and locking blades at some scout shops so I would agree that BSA doesn't prohibit them but I still don't think they are necessary.
