[Philmont]: 18 year olds - Adults or scouts?

I have a vague recollection that a scout(er) who is over 18 (but not yet 21) could go to Philmont as a youth or as an adult. We have an adult who is withdrawing from our crew and have found an 18 year old Eagle interested in replacing him. We have 3 other adults on the crew so we aren't short on adults. Should he go as an adult or a scout (is there really a choice?)?

Could someone give me some additional information (pros/cons - other than the obvious even number of people in a tent).
