Randy--

You're probably aware that this young man will have to tent with another
adult. Whether you list him as an adult or a youth on your roster, he is an
adult as far as youth protection policies go. As long as you have your
two-deep leadership covered, Philmont itself doesn't care whether you list
him as a youth or an adult on your roster-- as long as you don't have too
many adults. I think someone already suggested that the roster decision
might best rest on the dynamics of your crew. If the rest of the youth in
your crew are a couple of years younger, it would be natural for the
18-year-old to function as an adult and let one of the younger guys be the
crew leader.
