18, 19 and 20 year olds count in the "youth" quota of a Philmont crew. This count has no impact on the issue of two deep leadership (at least one age 21+ and another 18 or over) and youth protection (18 and older treated as an adult). An 18, 19 or 20 year old can be elected and serve as the crew leader by the crew. Furthermore, it would not seem to matter how this person is listed on the roster. The real issue comes when you have four who are 21 or older and another who is 18, 19 or 20 - this person is a "youth" participant, just like in the order of the arrow. the Philmont literature is quite specific on this.
