You can find the federal regulation at 21CFR1310.02. Iodine is a List 2
substance (not a precursor but is used in the manufacture of
methamphetamine) and cumulative sales of 0.4Kg of iodine or more require
record keeping. So it probably is a nationwide edict for REI, but for
smaller firms the record keeping might not be required because they
never hit the 0.4Kg threshold.
