It is possible Philmont will be running a bus to Raton for Amtrak
pickups - you should call the Ranch to see what is the typical last
departure time. Sometimes they make special arrangements to pick up
people late; other times they have no choice due to Amtrak delays. It
is also possible that a Crew may be leaving late, and will have room,
but unless they are on this List Server, that will be difficult to
determine in advance. But you may want to put your specific dates down
to see if you'll luck out here. Good luck.
