I would keep the paper Trek books, but include a CD with the books. I do not have a problem with the cards. However, you could go to a trek selection system that is similar to the fall Philmont lottery.
I like the paper Trek book. For one thing, it gives you one more souvenir of your trip. Also, you can use paper in places where you cannot use a web page. For example, if your crew is meeting at the troop meeting site to review the itineraries, you may not have ready internet access. And, group review of the computer is not easy.
However, Philmont could do what Northern Tier did this year. In its "Expedition Planning Guide," Northern Tier includes a CD that it encourages you to copy for your crew. This CD includes a .PDF version of the guide and various forms, such as the physical form. The TREK book could be put in .PDF format on a CD for copying and distribution to your crew. Also, the ranch could include software that allows you to enter events your crew is interested in and the software would recommend treks.
For trek selection, Philmont could use a system similar to the fall registration system. That is, you fill out your card on line with 5 trek preferences. Philmont maintains an open time where all crews can do this. At the conclusion of this open period, Philmont randomly picks cards. The first random e-card picked would get filled first, rather than the first mailed in card.
Up side, you could spend more time as a crew reviewing this year's itineraries.
Down side, people who know what they are doing and move fast would no longer be rewarded.
