2001 was a very, very dry time at Philmont and I know they had taken some
pretty significant steps to conserve water and to prevent fire (I was there
in 2000 for Wood Badge and it was just as dry then). I'm sure that had a
great deal to do with your experience. But 2004 had plenty of rain and, if
I recall correctly, our ranger suggested washing with the ziplock...
Conservation is, of course, very important even in good years, but keeping
fairly clean is a sign of a good backpacker.
At any rate, regardless of the origin of the smellable liquid, it gets
strained through your frisbee and sumped. The only liquid that isn't sumped
or consumed is urine (which, btw, does not belong in a red roof inn or on a
tree (find a rock, buddy)).

Poles: I asked for them for Christmas because I didn't need anymore loud
ties. Really helped a lot. Use them on shakedowns since your arms need to
get in shape to use them.
Raingear: FYI Campmor has readledge youth sizes on sale for $7.97 for each
piece.
Laundry: I don't recall any circumstance where washing your clothes was
allowed on the trail. We went in 2001 and didn't even get a shower. The
sumps are for stained dishwater. That leaves drinking the laundry water or
breaking the rules. Water is a precious resource at camp and should always
be conserved on the trail.
