An important point on the CA for Philmont bound youth. The Expedition
requirement normally requires the youth to plan and execute the expedition.
However, there are three explicit exceptions to the planning part, one of
those is a Philmont expedition.

So, A Philmont bound scout, who is earning eagle (or Venturing Silver
for that matter) and plays sports has,
between the work on his project, the fact of earning his Eagle, the
expedition to Philmont and the time he spends on his sports,
virtually all the requirements for at least a silver medal already in the
works, but he has to register for the Congressional Award before he
starts these things. Then almost all the youth has to do is the paperwork.

It would be a real feather in the cap of any youth to have earned
this award. It would be silly to pass this up when they're already
doing the stuff needed.
