What is the going philosophy on which side of the Tyvek goes up/down when it's used as a ground cloth? And maybe the reason why it's the current technique.

As I understand it, Tyvek allows water to pass in one direction, but not the other. On a house, that is water on the outside does not pass to the inside, but water (vapor) inside can breathe to the outside.

For a ground cloth, you want water on top to pass through to the ground, but not for water underneath to pass up to the tent. So the side that is "out" on a building is the side that is "down" for a ground cloth.

I have never used it (we usually buy cheap "party tablecloths"), but others who have generally recommend some treatment of Tyvek (washing, etc. though I don't remember the details) to make it a little easier to use.
