Shaefer's Pass is usually a zoo, and it is highly unlikely that
Logistics would approve your staying there as a switch.
In year's past, it was routine to get a minor switch in one or two
campsites. Roughly 8 years ago, they basically all but stopped allowing
this, as the requests were getting out of hand and it was becoming
pretty complicated to keep track of all the switches. That combined
with many Crews illegally wildcatting wherever they felt like, and you
had a genuine H&S issue. Something that was really brought home during
the Ponil Complex and other fires.
