[philmont] Itinerary modifications

The one time I requested an itinerary change I was told in no uncertain
terms "No itinerary changes." Interestingly, a few weeks later and for
the remainder of the year, crews taking our itinerary were told that
there had been a change - to the camp that I had requested. I can only
assume that the evaluations that you complete at the end of the trek do
have an effect.
