in 1999, my son and another fisher-scout would run past the crew 20 yd or so, fish, run ahead, pass the crew, fish, run past the crew, fish, etc. The rest of the crew kept a steady pace and never stopped. This was on the road from Fish Camp north to PJ. Not many places this would work, because of narrow trails. But they were happy.
I'm going to suggest my crew for this summer take a couple short poles. If you are a fisherman, hiking at Philmont can be very frustrating because you will be hiking past some prime fishing spots but your schedule frequently won't allow you the time to fish. The only fish I have seen are trout, so fly fishing is your best bet. However, there are few locations that require a long cast, so a few dry flies, fly line, leader and the last section of a fly rod are all you need. You can probably just tie some fly line to a stick and still catch fish. The key to catching fish is to stay away from the heavily fished areas. In the remote areas of Philmont I have found the fish easy to catch on any dry fly I have cast. The bigger trout are in the beaver ponds. Big, by Philmont standards, is 10"-12". One hike where I saw a lot of fish but never had time to stop was the hike from North Fork Uracca to Black Mountain camp. This is the trail with over 50 stream crossings and many beaver ponds along the way. I would love to hear a fishing report from someone who has fished this stretch.I hope you have time to work-in some fishing. When I went to Philmont in the '70's, Porky (which is featured in "The Ranger Song") was a staff camp and the program was fly tying and fishing.
