[philmont] bear whistles

Interesting concept, bear whistles. Do the bears really listen for them? When is the best time to blow the whistle. Before or after the bear bag is raised?

If you want to get a scouts attention just whisper "did you hear what ...." gets them every time.

Safe journeys everyone.

Well, if the whistles won't work on the water, perhaps I'll try a flare gun. The lengths we have to go to in order to get these Scouts' attention! Sheesh!
