In our council, we issue the special CSP's very carefully, too. In fact, for this year's Philmont trek, we had an adult lobby very adamantly for a special Philmont CSP. It got shot down.
I believe the main reason for it is that a special CSP every year takes away the "special-ness" of the patch. For something unique, the crews get a contingent t-shirt that can be worn with pride anytime they like.
On the flip side, our council is taking it's first-ever council contingent crews to Northern Tier this summer (Ely). Many units from the council have gone to NT before, but this is the first council-organized trip. As a reward to the crews, each member will receive one (and only one) special Bay-Lakes Council / Northern Tier CSP to wear on their uniform. I'm pretty excited about it because it's a sharp patch and it says "Inaugural Contingent" on it.
There will be no special CSP next year or beyond. It's once and done.

I was a little disappointed especially since it's a council contingent but there didn't seem to be much other support amongst the leaders from our council so I didn't push it. Oh well, it just means I don't have to sew on a new patch for this trip!
