I'm a real fan (and collector) of Philmont contingent council strips. Others can give you a better idea of the economics (Commissioner Dave of my council perhaps). The sale of such patches can be a fund raiser to offset council expenses. Individual councils can decide whether they want patches restricted to participants, or whether to open it up to the general public.
I believe Denver Area Council (where this thread was started) had fundraising strips out last year for their 2007 trip. Mike Conkey helped me buy a few of those to support his trip.
My council (Southern New Jersey) generally does a regular strip, an OA strip, and advisor's strip and (I think, maybe, a crew leader's strip). Neckerchiefs are made for crew, advisor and crew leader. There are only slight changes (borders, adding the lodge totem) between the strips. They are generally limited to the participants. T-shirts are also employed both for souvenirs and to raise some funds, generally restricted to participants, but not available at the council office.
Monmouth Council has put out a strip, generally available at its council office, to defray Philmont costs.
I like the strips. I have nothing against making them generally available at the council office as a fundraiser, but my personal preference is for restricting them to participants and those involved with making the trip happen.Or, as Denver did, making two strips, one for general sale, and one for participants. I like reasonably priced strips, so the kids can buy a lot of them and enjoy trading. I don't favor creating "artificial" rarities, by making limited editions of strips just to sell on ebay, or, unfortunately, to get a scout to "invest" in. I'd rather see a scout buy 10 $2 strips than one $20 "rare" edition. You can have more fun with trading your 9 extras to 9 new scout friends than you would admiring one $20 "limited edition" patch.
