[philmont] 2007 philmont council strips

There is a glass display case over at the Seton Library that has hundreds of
them from various councils. I looked there for ideas for ours. (Thanks

When I was last at the Ranch, in September 2005, there was quite an
accumulation of Philmont contingent strips affixed to bulletin boards in a
room between the main Tooth of Time Traders floor and the snack bar. This
was just strips pinned to the boards, but there were quite a lot of them.
