[philmont] Wilderness first aid is required for 2008 and beyond

Re: cost. My troop committee has a policy to reimburse any leader taking any such course, CPR, WFA, even Woodbadge. It is on a reimbursement basis upon completion of the course. It is done on the recognition that such training benefits the troop all year round.

It need not necessarily be an added cost specific to those participating in a Philmont trek.
