I was going to leave this one alone, mostly cause its like barking at the
moon ... doesn't really matter all that much, we will all do what is
required to get our crews to the Ranch.
That said, I'll make a couple of observations:
Community First Aid is woefully inadequate for any back country experience
... it has, over the years, degenerated to a course designed to demonstrate
the various ways to contact your local EMS. Back country experiences
require something more .. this is a reasonable response from a curriculum
perspective, but I believe that there should be more ownership on the BSA's
part regarding making the training available.
Philmont's first attempt failed for many reasons, most documented elsewhere
in this thread, but mainly because there was no connectivity between the
policy makers and the policy implementers ... to the credit of those left to
enforce the policy we got a reprieve ... but the disconnect lives on ...
there was, to my knowledge, no advance notification of council's for
instance or verification that the course beign required is "more available"
this season..
Now for my first pet peeve - Many of us took the 2007 mandate as a shot
across the bow and began to align our mallards so that we would be ready in
anticipation of the mandate coming back .. problem is the 2008 words are
narrower than the 2007 words and so those of us that invested based on what
we saw in 2007 may have wasted a bunch of time and money ... the trainers we
got certified may not be able to deliver an acceptable course. No offense
Coop, but most councils don't have the resources in people or money that
National Cap has and so this is tough ... real tough for a council that
sends a crew or two every couple of years ... real tough for a unit with
little HA experience and little council support.
I've always viewed Northern Tier as an inherently more risky situation wrt
first aid than PSR, yet, they have a much more liberal policy ... no I'm not
going to buy that having a Charlie guide with us for the entire experience
counts, some may be highly qualified, but this isn't universally the case.
Yeah they got a FM radio or Satellite phone but you still have to get to a
big enough lake for them to land on ... IMHO NT is way more challenging than
the ranch.
Now for my second pet peeve - Scouting sticks it to leaders monetarily all
the time. We invest lots of time and money in the program for a variety of
reasons, often willingly. I believe that it is the responsibility of the
sponsor of the trip to supply trained and qualified leaders and that the
cost, at least the monetary portion, should be borne by those attending
rather than those volunteering.
