According to my wife, who is a Red Cross 1st Aid/CPR Instructor, they are considered equivilant and accepted as such by Seabase. One would think Philmont would be the same. However, some seemingly similar requirements for Seabase, Northern Tier & Philmont have turned out to be interpreted differently by the different administrations. I guess the best answer is, when in doubt, call and ask. All they can do is say no its not.
