Think about what you are doing. The boys are raising money to go to
Philmont, which will require a National Tour Permit, at least from California. The
Unit Money Earning Application should not be a problem in any Council since
it is for a crew to fund it's trip to Philmont. The only question might be
why just the five boys, unless it is part of a Council contingent crew and they
are the only ones from their unit going. Any way I look at it you need the
Unit Money Earning Application. Please don't try and circumvent the rules.
You might even get folks to donate above and beyond the basic rummage & bake
sale prices if they know what it is being used for, and they get to take the
tax deduction. Use the opportunity for a marketing advantage!
