You would need to maintain the unit that has the reservation at least
through Philmont.
If, for instance, Troop 1234 got a reservation for 2009 and then disbanded,
they could not apply for a national tour permit to even attend Philmont.
That is the first, biggest, and only strike needed to keep you out of
Philmont.
Other than that, Philmont really doesn't care if all participants are
registered with the unit that holds the reservation. In my experience,
Philmont would rather send out FULL crews (12 participants) than have a unit
with only 7 or 8 eligible participants that doesn't try to fill out the crew
with Scouts/Venturers from another unit.

We finally got a Philmont trek. Unfortunately we have lost a few
scouts and may end up merging with another troop or doing activities
with the other troop. How would a merge affect keeping or loosing a trek.
