Not to dicker, but my experience (04, 06) has been that the staff simply
fills program first come, first served, without any regard for intinerary
number or camping location. Got us basically locked out of Balck Powder in
'04 at Clear when we were camping there and got there at 10:30a ... nothing
available until the next day

area that is not on your itinerary, I believe your crew would be allowed to
participate, but after the crews on their regular itinerary had gone first
and if time permitted. Because a Scout is Courteous, that's the way I would
encourage our crew to do it anyway.
