also depends on how far you have to hike to the next camp and what the program activity is there. We did Rock Climbing at Miners Park the next morning. We had to hike past the rock climbing location to get to our next camp any way.

You more or less answered your own question. It depends on the staff and the particular activity.
That said you should inquire at logistics on your first day as to the time frames for those special activities. Experience shows that logistics info as to this type of info is less reliable than their up to date info on the water status all along the trek, but at least your crew chief will have some idea.
BTW if you have been reading this forum for four months you will realize almost everyone agrees to be yet and ready to walk at daybreak and walk in the cool of the morning rather tan the heat of the day. That was our goal the last two years. It did not always work out. And every time it did not we paid the price.
With regard to Harlan I found them very accommodating the last two years and we did the program late afternoon ( 3:00 - 4:00) both times.
