[philmont] 13th crew member

I think I remember a posting a while back where someone mentioned about having a 13th member added to their crew.

We have a new scout who just relocated due to a family situation and wants to go with us.

Who does one send this type of request to? Does it matter that it is a Council Contingent?

On a side note, is there a way to search this lists' archives?
