This one is really simple, the ranch only reserves two types of activities
for specific crews - animals (Horses & Burros) and food (Chuckwagons &
Mexican). Beyond that any crew can take any program they wish at any camp
they wish to take it at. They are required however to camp at their
assigned location each and every night, no exceptions. It has been years to
my knowledge since logistics granted any deviations to pre-planned
itineraries. Progam features on the itinerary sheet are those activities a
typical crew can reasonably expect to partake in if they take the typical
routing and hike at a reasonable pace. They are neither required (save for
ranger training, burros & meals) or guaranteed.
I'd also observe that you don't necessarily get to reserve the trek of your
choice. Even very punctual crews in the east are routinely bumped by crews
in the west for more popular treks, in a typical year the west has cards
returned to CHQ before books arrive in the east. Fortunately determined
crews can modify their routing if they are so inclined to get a shot at the
program features they desire. This isn't just about logistics advice, it's
just the way it works.
Like many things, and as good as it is, the ranch is, alas, imperfect.
Inspite of that over 20,000 scouts and scouters will have the time of their
lives this year and won't remember that they didnt get to do Black Powder or
Rocks because of timing or weather .. that would be the magic that is
Philmont.
As for the wing, we covered that, it simply isn't an activity to be
encouraged.
