Where can I find the chapter and verse of what the patch is awarded for?
If Philmont give out the patch for paying the fee, then the patch should be
awarded unaltered to the scout if the fee is paid. The crew advisor may
council the scout against wearing the patch under "a scout is trustworthy",
but the patch would belong to the scout.
If Philmont requires that 50 miles and 3 hours of service be completed *at
Philmont*, then the advisor may withhold the patch from a scout if they
left the trail before the requirements were completed.
Still the patch has to go to *someone* and if Philmont handed the patch to
the crew advisor, then who ends up with the patch? I have a hard time
justifying anything other than giving it to the scout unaltered. Even if I
feel the scout does not deserve it, Philmont gave the patch out, and it
should go to the scout. There is nothing anyone else in the crew did that
should reward them with 2 patches.
