I think perhaps you misunderstood.

I understood Lynn to be saying that the PTC course was about "seeing the
big picture" and that this seems to be an excellent occasion for applying
that training.

"The big picture" seems to be that
if a scout or scouter has gone to Philmont
and was permitted to go on a trek
but failed to complete it for some reason
  which did not violate scouting principles
  and which did not violate whatever guidelines Philmont has established
      for awarding the patch,
then the patch should be awarded.
