I should hope this is obvious, but if a patch is not earned then it
should be returned to Philmont. I have received three extra patches
through the years for Scouts who did not make the trip for last-minute
medical reasons (Philmont just isn't that meticulous about checking
stuff like this); all three were returned. No one gets two patches.
