In past years, council contingents have accounted for only about 1/3 of
the people going on treks at Philmont.
Personally, I doubt very much that any such policy would be acceptable.
It seems that there are many councils which have neither the interest
nor the people to be able to provide the necessary support. Of course they
could delegate the work to interested troops, but still...
