[Philmont]: earning the arrowhead patch

Hopefully this will not become toooooo long of thread. If a youth does
not finish the trek (last four nights were spent in base camp health
lodge with a sore (strained?) back) should he be awarded the arrowhead
patch? I know this is a tough decision....the rest of the crew
volunteered to carry is equipment so he could complete the trek and I
know he took tours of the Villa and several other sites while waiting in
base camp.

The feeling is that this would cheapen the patch for those of crew that
endured blisters and sore muscles and backs to the end but we don't want
to be unreasonable.
