Great question!!

Bill, when did Philmont institute the every other year policy? I believe
that it was in 1997 or 1998. I lead a provisional crew in 1989. In 1993,
1998 and 2002 I participate with another troop. In 1996, I was asked to
switch to a crew who had suddenly lost their ScoutMaster (car crash) one
month before going to Philmont. In 1998 and in 2002, I went with other
crews that needed an additional advisor.

Bill, if you stay on the list long enough, every May and June crews will be
searching for additional advisors because their advisors have job conflicts
or the advisors failed the physical. It is very possible for an advisor to
participate every year if they desire.

How is it that you have been fortunate enough to go to Philmont every
year for 10 years? I though that a unit could only go every other year.
