They also violate the rules to safe scouting a lot. Certified (NRA)
instructors for shooting sports, centerfire rifles, climb on safely, etc.
How does the 2 on 1 rule apply when our Troop, on the way to or from a camp
or outing, stops at a fast food restaurant in reference to using the
bathroom facilities?

I just returned from a week at the Philmont Training Center. There are
a couple things I'm concerned about:
1) Youth Protection - I'm pretty darn sure that when I took YPT a few
months back, we were told that an adult and a child (other than his own)
could not be in a restroom alone together. I saw no reminder of this on
the restroom doors. I asked about this at the tent city office. The
first staff person opened her eyes wide in shock and said "That's a
really good question." The staff person behind her said that this is a
family program and that if you have children that are too young to say
"no" that you should be in the restroom with your child. I was stunned
for a couple seconds then asked, "so, you're saying that I don't need to
tag another adult to come into the restroom with me so that I don't need
to worry about being alone in there with a child." She responded "Yes."
2) I heard about this on the train on the way home from the mother: A
mother who attended with her 7-year-old son was in the next tent. Her
son did air rifle shooting and archery. Prior to these events, they
asked for her approval. She asked whether they had range-certified
instructors. They said that since this is an adult training facility,
they don't need that, though the instructors are very-well trained.
So, is Philmont exempt from national safety rules? Am I worried about
nothing? Thoughts?
