If I don't get on the Jambo staff from our council, I was going to
put together a Council contingent. Our council hasn't had a
contingent in years. I notice that one of the requirements is that
councils freeze their reservation at or below their 2003 and 2004
level. How might this affect us? Would we be able to make a
reservation at all?
