I have two thoughts:
First, try to resolve this issue at the committee or parent level. Consider having someone chair this discussion who did not attend summer camp as he/she may appear more impartial. I would start the discussion with a positive question such as, "What did we do right in handling this incident?" I believe starting with a positive discussion builds a better environment for problem solving than starting with finger pointing.
Second, if an internal discussion fails, consider bringing in an outside mediator with knowledge about scouting. A good mediator can draw out all the issues, not just the ones that appear on the surface.
I would take these steps before going outside the troop, so the dispute does not grow.
