RE: [Philmont]: Philmont edicts

Page 8 of the Guidebook to Adventure has a section on tents that says
"must be 2-person tent...no bivey sacks." I think it's all in that book.

Where can one find the special Philmont edicts written?
I have heard of the "no one man bivvies for campers", but just on this
list.
I have not found it in the Guidebook or Planning Guide.
Where does Philmont publish these edicts?
