Where can one find the special Philmont edicts written?
I have heard of the "no one man bivvies for campers", but just on this
list.
I have not found it in the Guidebook or Planning Guide.

Those are the sources, but some items are not written as staightforward as
"no one man bivies", and then there is interpretation/implementation. In
fact, my recollection on that item is the text says something like "two
man tents" are required, while I've never heard of problems with one man
tents (used one myself in '01) or larger ones to accomodate three.
Regarding using Philmont equipment or bringing your own, I believe the
only REQUIRED equipment issued by Philmont is Polar Pure, bear bag ropes,
and consumables (yum yum bags, etc.), and that you can decline to take
everything else. The equipment is issued as groups of things - if you
take a cookset, you will get more pots than you need and your Ranger will
start by pulling items out to store in your locker rather than carry on
the trail. If you take a tarp, you will get two four-section poles. If
you carry the poles, your Ranger will again pull the fourth section out
for you to leave in your locker. If you use trekking poles (highly
recommended), you will leave them all in your locker.
