We used a Noah's Tarp on our recent trek. It weighs about 1/2 as much a the
official Phil-tarp, and works just fine.
In fact, we took most of our own gear; the only thing we got from Philmont
was a pair of hot pot tongs we left ours at home) and Polar Pure (everybody
gets Polar Pure). As a result, our check in and check out went very
quickly, we were totally familiar with our gear before we hit the trail,
and, we knew how things fit in our packs before the CHQ shakedown.
