My two cents,

We were not required to take Philmont's bear rope but in hindsight it would
have been a good idea.
We brought our own 3mm Technora rope which is super strong and light weight
but the steel bear lines (and the scouts pulling like mad against twisted
lines) damaged a few spots of the sheathing. I'd say an unsheathed rope
like Philmonts is the way to go.

I think Philmont needs steel bear lockers at places like Ute Meadows where
there are
a lot of crews and few bear lines.
