Crew sizes are limited to 12 people. It costs Philmont no more money for a crew of 9 than it does for a crew of 10 because the meals are packed for two. However, nobody on this list has ever heard of Philmont not allowing a crew to expand to twelve. But the real answer can be ascentained by calling Philmont.

Subject: [Philmont]: Pretty basic question

Our crew is going to Philmont in '05, and I have a simple question. One of
our crew members asked this, and I didn't have an answer for him.

If we send in money for a crew of 9 when we pay in September, is it possible
to add a member or two later, or are we restricted to 9 from then on?

While I suspect 9 would be the restriction, I thought it was worth asking.
