<<Our Troop has 2 crews for 2006, 727-h. We only have 3 adult advisors, one has already dropped out. We have a spot for One advisor and 1-2 youth. How have members of this list filled spots like this in the past? Have they worked out? This is considering the dynamics of a Troop that has backpacked together quite a bit before going, feeling comfortable with each others pace and then putting new face in with this. My thought is to call the council high adventure chairman and ask for help off the council waiting list or asking for those on the philmont waiting list subscribed to this list for interested people.

You won't have any trouble finding someone to go. "As and ye shall receive" probably more offers than you can accomodate.
 
I personally think it would be the Scouting thing to do to go through the local council and if there are ones already on the waiting list there to accomodaqte them.
 
In order of preference, from my point of view, I'd take ones from my troop, then ones from another troop in my districe, then council and only if that is all exhausted I'd go out of the council.
