If you show up having paid for 12, and one is missing for any reason other
than medical, his/her fee is lost.

In answer to David's question above, you pay for what you use. If you sign
up for 12 on the initial payment and then only have 10 when the next payment
comes around, you pay for 10 - you lose the 2 fees that were in your initial
payment. Later if you have 9, you only pay for the remaining 9 - again you
lose what you paid for the 1 that dropped. If you then show up at the ranch
with 12, you catch-up all the remaining fees for the 12 and are good to go.
At least, that is my understanding of how it works based on the information
received from Philmont in our financial commitment folder.
I'm 99.9 % confident about the dropping members because we had it happen to
us in the past, but I would check with Philmont directly if I was adding
back. I am also 99.9% confident that if you originally just sign-up for 9
and show up with 12 you can catch-up the 3 additional at the Registration
office when you arrive.
